I don't believe the states can put term-limits or any other types of limits on federal office. It would require a constitutional change.
Nevertheless, I agree with you. You should only be allowed run for one federal office at a time, especially since you are not allowed to hold but one office at a time.

Time and committment to responsibilities in running/managing the democratic agenda in the House would be my guess. By stepping down he can then focus all his efforts on what he deems necessary to secure his parties nomination and not be incumbered by House Leadership responsibilities. JMO.

He couldn't be elected mayor in his own supposed hometown - way too white.What's his supposed hometown? Gephardt is white - that's for sure! The guy could walk ten miles in a snow storm without ever being detected.
