How is this out of context? The the Christian Flags page (link above) shows these exact words.

The context for "with life and liberty for all who believe.(the italics, I presume, are yours.)" is "one Saviour, crucified, risen, and coming again, with life and liberty for all who believe." It is evident that "Hell" is not very free aside from the fact that the reference is to the return of Christ and has nothing to do with the life and liberty possessed now. The viewpoint you espouse would require Christians to be "Al Kaiola" or whatever in disguise.

This proves my point. Only those that believe as Quayle (and those subscribing to the Pledge) do are entitled to life and liberty. It seems that Quayle and the other Pledgees have do not consider people of other opinions worthy of life or liberty. It's good that Quayle is no longer a viable candidate for anything. I'm sorry that I supported him in the past.
