1. Bill Clinton was messing around with Monica
2. Bill and Hillary were suspected of illegal activities in the Whitewater land deal.
3. Bill and Hillary were angry they lost the National Healthcare agenda.
4. Bill and Hillary were trying to counteract the new "Contract with America"
Obviously, Bill Clinton was too distracted to deal effectively with terrorists.

Bill clinton made it pretty clear to the FBI that there job was not to serve their country, it was to serve him, personally. If that meant ignoring Chinese espionage, so be it. If it meant ignoring Arab terrorism, so be it. There were more important things to do, such as pursuing RICO cases against pro-lifers, or killing women and children at Waco, or covering up the murders of Vincent Foster and Ron Brown, or the downing of TWA Flight 800, probably by Arab terrorists.

This article may link back to reports of Terry Nichols (and McVeigh?) meeting in the Philippines with Abu Sayyaf (Bin Lade/AlQaeda) terrorists at the same time Ramzi Youseff was there to plan the OKC bombing. I have been writing about this on FR for almost two years and there was a report from the Manila TImes posted on FR about this two weeks ago.
Also Mohammed Atta (Bin Laden/AlQaeda terrorist), the 9/11 hijacker pilot who met with the Iraqis, went through the same Norman OK (near OKC)flight school as Zacharius Moussaoui. In 1999 the FBI told the VP of the Norman flight school that the FBI knew then Atta was training for a terror mission with airliners in the US. It is believed that a group of Iraqis and a Hamas cell in OKC who plotted the first and subsequent attacks on the WTC were also involved in helping McVeigh with the OKC bombing.
