He's saying something that almost sounds like "The US appreciates the WTC attack, which it now uses as an excuse to conquer the world." Very similar in ways to Arab delusions about the attacks being executed by Jews.

He's projecting. After all if he had that much military power he would be trying to take over the world.
That the Americans really aren't interested in doing so and find having to be the world’s nanny more then a little annoying is incomprehensible to him.
