Of course the obvious point missed by the NYT is that the Dems are not together on this issue.
Bush's budget also included the stimulus package which did not go through and pegged growth for the year 2002 at .7%! Looks like growth is going to be higher than that so you factor that in and the lack of the stimulus package and it is possible that there will be surpluses this year even!
Heard that Kennedy and Miller are grousing about Bush's education budget for next year because for one particular program, he keeps the item flat. Never mind that this year the increase is 35%!
Somehow the Dems talking about fiscal responsibility just doesn't fly with me.
