AT LEAST! Para-medics on the seen were PREVENTED from tending to Joe.

You know the story will probably be (1) they hollered to the guy to keep his hands in view when leaving the car and while reaching for the seat belt his hand disappeared from view and that was their excuse for "boom" (2) they can't let anyone but "approved" medics -- someone that's cleared as not threatening to FBI -- administer to a wounded suspect. The fibbies will probably pay off to the wounded boy just to avoid protracted civil litigation -- and that will be it.
