We have a perfect word for the POW story: myth. A myth is a story that conveys truth without itself being strictly true or factual.

It may not be factual that Fonda caused the death of POWs who smuggled messages to her, but in a larger sense it is true that she desired and acted to kill Americans and to support their enemy in war. That was treason, plain and simple.

That's the Hanoi Jane myth, and it will not go away until the last memory of Vietnam has turned to dust.
