That's the thing about sin....it leads to consequences, and sometimes those consequences affect others, especially our loved ones. When a crack/addict mother gives birth to an addicted baby, and that baby dies, that poor baby has paid the price for its mother's sin of being a drug addict. It's not like GOD is purposely allowing innocents to pay the price for others' sins, it's just that within the human race, we all have "free will" to choose whatever we want. Sometimes we choose wrongly and thus must suffer the consequences of our actions...sometimes our loved ones suffer them also.
