Sorry - but the continuation of the government in case of a major attack is a responsibility of the government. I don't see your point but I am not prone to think in terms of conspiracies.
Conspiracies?!?!? This is an open declaration of what they are doing! No conspiracies involved friend. And what they are doing is not "continuing government" in anything close to the form that "we the people" agreed on when we ratified the Constitution.
This isn't a "government continuation", this is establishing a whole new form of "government". Previous COG plans usually always involved sequestering Congress and the Pres/Vice Pres, to try and at least maintain the facade of the what the government of the United States should be. This one doesn't even pretend, it establishes an unelected oligarchy, and you're still swallowing the Koolaid?
