Look at it this way; when was the last time the USG did anything to make you, ahem, more free... if they are expecting a major attack, some pointers on what us civies should prepare for would be nice. I know, I know, "that would just panic the people...."

We're all set up to live off the grid. Heck, we even know what weeds are edible, and which can be used for medicines.
