OK, one more time: Dell has to be careful of the "End User." People buy crap here all the time, then ship it out of the country. Dell, as the origianting company, would still have gotten fingered for the shipment, if they didn't make a reasonable attempt to certify the end-user. Why in the heck do you think you get all those end-user agreements when you buy this stuff?

Is it fair that the feds use a private company like Dell to do their heavy lifting? Heck no. But until we get rid of the Ted Kennedys and the Fritzie-boy Hollings, we're stuck with it.
