Last month, U.N. investigators reported that UNHCR staff members had illegally collected millions from refugees who thought the payments would buy them a way to leave Africa. [Source: Boston Globe, 2/28/2002]

This week, a report commissioned by U.N. and the charity group Save The Children describes "a widespread and 'possibly endemic' culture of exploitation", according to Save The Children manager Paul Nolan. The investigators were following-up allegations that aid workers in West Africa have been involved in the widespread sexual abuse of refugee children. [Source: Associated Press, 2/27/2002]
