The CIA video was produced as a request from the FBI and shown during an FBI press conference. It was the culmination of the FBI's participation in the investigation. I am sure that you won't find similar analysis in the NTSB report which Hall was responsible for. In fact, according to an ABCNews article..."The CIA’s theory drew some skepticism from the NTSB panel, called the Witness Group, during the briefing."
