Why wasn't the sister charged? Was the incest charge against the man so obvious that it didn't apply to the woman?!? What kind of illogic is at work here?

If only the guy was charged so far, it could be that he's alot older than his sister and she was a minor when they started having children, or else he's the father of at least one of his own grandchildren. YECCCHHH!

Well, maybe the gov-mint didn't want to have to figure out what to do with all those children! They probably figured she wouldn't run away.
