I don't think the headline is going to be an effective slogan, since it will remind people of promises not to spend the social security surplus, which were broken before Sep 11th. Imagine a campaign of TV commercials with one side saying "Put Social Security in a Lock box" and the other side saying "Put the tax cut in a lock box". Run a poll. See which one flies.

The absence of a promised tax cut, that is, an increase in taxation, in the middle of a recession, could only come from the economix-challenged party of fiscal liberality.
