I recall back in the cold war that the US had a very large intelligence sector that went to seed once the wall came down. We also let our immigration policy whither into nothing. We should not have let this happen in the first place. No more immigration amnesties and screen every last one of them carefully. Make immigrants pass a high security clearance instead of spying on US citizens in good standing. In times of peace, intelligence is more important than ever. Its worth the investment.

The pentagon spends a lot of money, making some companies rich and employing hundreds of thousands of people in industry. There are lots of forces at work shaping their budget, not all of them involving military strategy.
