I don't think this causes any problems. Presumably we want to put a blocking force in Kuwait to prevent Saddam from trying to break through toward the Saudi oil fields. But I don't imagine we need it as a major staging area. Iraq is much more accessible than Afghanistan. Kuwait is a small, vulnerable country and it's understandable that they don't want to be put on the chopping block.

Here's a nifty idea, make friends with Saddam and trade him all his sanctions, bad blood and weapons of mass distruction in exchange for a free hand in dealing with Kuwait and Saudi...watch the desert jockies squirm.
