Anything a government man says about Kuwait, whether our man or Kuwait's, must be considered as misdirection at this point. Deception is the major part of a successful attack with minimal casualties. That does not mean one can infer the opposite of what is said. Nothing is discernible from statements to repoters except that a minister said some words. Those words carry no meaning.
