Perhaps he doesn't know anymore? Perhaps he's reading off the JW talking points?

BTW, is he saying that JW objected to the DOJ getting into this case?

I'm used to no other side. My first intuition was Bush held back. I never thought anyone would make a case against the Clintons and figured he felt the same.
