While we can do research on anthrax in order to develop a vaccine, the Biological and Toxin Weapons Convention, which the US initiated and signed in 1972, prohibits the possession of biological agents that are not used for defensive purposes. No defensive use for this form of anthrax has ever been publicly disclosed.

Then we likely developed weaponized anthrax prior to 1972 and/or for research purposes. I haven't seen any allegation either by the press or even our enemies that we are in violation of the Bioweapons treaty, and it is openly acknowledged that we developed weaponized anthrax, as well as that we still maintain a small stock of smallpox. The FBI has openly interviewed our experts in weaponizing anthrax and made no bones about it. I don't see what the alleged traitor could say that would embarrass the government. Even if he said we have vast stores of weaponized anthrax, and even if that were true, and even if that violated the bioweapons treaty, he'd never prove it or even get much of a hearing.
