Communities are not voluntary associations, such as the Scouts. Furthermore, unlike individuals within voluntary associations, communities hold no rights.
"True conservatives" believe in the 9th and 10th Amendments, and would hold that communities can do what they like. I believe you are one of those "true conservatives".
