Israeli Intelligence Agency warned CIA of attacks

Mossad officials traveled to Washington last month to warn the CIA and the FBI that a cell of up to 200 terrorists was planning a major operation, according to a report in the Sunday Telegraph here yesterday.
The paper said the Israeli officials specifically warned their counterparts in Washington that "large-scale terrorist attacks on highly visible targets on the American mainland were imminent." They offered no specific information about targets, but they did link the plot to Afghanistan-based terrorist Osama bin Laden, and they told the Americans there were "strong grounds" for suspecting Iraqi involvement.

U.S. and Israeli intelligence agencies received warning signals at least three months ago that Middle Eastern terrorists were planning to hijack commercial aircraft to use as weapons to attack important symbols of American and Israeli culture, according to a story in Germany's daily Frankfurter Allgemeine Zeitung (FAZ).
The FAZ, quoting unnamed German intelligence sources, said that the Echelon spy network was being used to collect information about the terrorist threats, and that U.K. intelligence services apparently also had advance warning. The FAZ, one of Germany's most respected dailies, said that even as far back as six months ago western and near-east press services were receiving information that such attacks were being planned.
Within the American intelligence community, the warnings were taken seriously and surveillance intensified, the FAZ said. However, there was disagreement on how such terrorist attacks could be prevented, the newspaper said.
The EU committee said that Echelon sucks up electronic transmissions "like a vacuum cleaner," using keyword search techniques to sift through enormous amounts of data.
The FAZ, in its news story, described the system as covering the whole world with 120 satellites. The newspaper also said Israeli intelligence had collected information indicated that Arab terrorist groups planned to hijack planes in Europe to use as weapons to attack targets in Tel Aviv and other coastal cities in Israel.

THE U.S. NATIONAL Security Agency (NSA) engaged the so-called Echelon communications monitoring network, following on warnings of possible terrorist attacks, as long as three months ago, the Frankfurter Allgemeine Zeitung (FAZ) newspaper reported.

Warnings had circulated among U.S., Israeli, and apparently also U.K. secret services, the report said, citing sources in German security agencies. Israeli authorities also were following indications that Arab extremists planned to hijack Western planes within Europe and divert them toward Tel Aviv and other coastal cities, the paper continued.

Congressman: FBI Ignored Repeated Warnings

The FBI ignored several specific and sometimes frantic warnings of a Minnesota flight instructor who told the bureau that an Arab man could be planning to use a 747 jumbo jet as a flying "bomb."
The flight instructor notified the FBI about the unusual behavior of Zacarias Moussaoui, now under federal indictment for his membership in the Al-Qaeda network and his alleged role in the Sept. 11 attacks on the World Trade Center.
The flight instructor at the Pan Am International Flight Academy near Minneapolis became suspicious when Moussaoui said he wanted to learn how to fly large jet aircraft, but insisted he did not need to know how to take off or land.
In October, reports first surfaced about the flight instructor's tip-off to the bureau.
But the New York Times reported this weekend that the instructor's information was much more specific and serious.
Rep. James L. Oberstar, D-Minn., and other officials were briefed by the flight school, and Oberstar's revelations paint a picture of the FBI's negligence.
Oberstar said the instructor made a very blunt warning to the FBI. Oberstar quoted the instructor as telling the FBI: "Do you realize that a 747 loaded with fuel can be used as a bomb?"

Officials told to 'back off' on Saudis before September 11

FBI and military intelligence officials in Washington say they were prevented for political reasons from carrying out full investigations into members of the Bin Laden family in the US before the terrorist attacks of September 11.
US intelligence agencies have come under criticism for their wholesale failure to predict the catastrophe at the World Trade Centre. But some are complaining that their hands were tied.
FBI documents shown on BBC Newsnight last night and obtained by the Guardian show that they had earlier sought to investigate two of Osama bin Laden's relatives in Washington and a Muslim organisation, the World Assembly of Muslim Youth (WAMY), with which they were linked.
The FBI file, marked Secret and coded 199, which means a case involving national security, records that Abdullah bin Laden, who lived in Washington, had originally had a file opened on him "because of his relationship with the World Assembly of Muslim Youth - a suspected terrorist organisation".
WAMY members deny they have been involved with terrorist activities, and WAMY has not been placed on the latest list of terrorist organisations whose assets are being frozen.
Abdullah, who lived with his brother Omar at the time in Falls Church, a town just outside Washington, was the US director of WAMY, whose offices were in a basement nearby.
But the FBI files were closed in 1996 apparently before any conclusions could be reached on either the Bin Laden brothers or the organisation itself. High-placed intelligence sources in Washington told the Guardian this week: "There were always constraints on investigating the Saudis".
They said the restrictions became worse after the Bush administration took over this year.

Sept. 15 - U.S. military sources have given the FBI information that suggests five of the alleged hijackers of the planes that were used in Tuesdays terror attacks received training at secure U.S. military installations in the 1990s.
THREE OF THE alleged hijackers listed their address on drivers licenses and car registrations as the Naval Air Station in Pensacola, Fla.-known as the Cradle of U.S. Navy Aviation, according to a high-ranking U.S. Navy source. Another of the alleged hijackers may have been trained in strategy and tactics at the Air War College in Montgomery, Ala., said another high-ranking Pentagon official. The fifth man may have received language instruction at Lackland Air Force Base in San Antonio, Tex. Both were former Saudi Air Force pilots who had come to the United States, according to the Pentagon source.

A former U.S. Army sergeant who trained Osama bin Laden's bodyguards and helped plan the 1998 bombing of the U.S. Embassy in Kenya was a U.S. government informant during much of his terrorist career, according to sources familiar with his case.
Ali Mohamed, an Egyptian-born U.S. citizen and longtime Silicon Valley resident who pleaded guilty last year to terrorism charges, approached the Central Intelligence Agency more than 15 years ago and offered to inform on Middle Eastern terrorist groups, a U.S. government official said.
Later, according to the sources, Mohamed spent years as an FBI informant while concealing his own deep involvement in the al Qaeda terrorist band: training bin Laden's bodyguards and Islamic guerrillas in camps in Afghanistan and the Sudan; bringing Ayman al-Zawahiri, who is bin Laden's chief deputy, to the Bay Area on a covert fund-raising mission; and planning the 1998 bombing of the U.S. Embassy in Nairobi, in which more than 200 people died.
The story of Mohamed's dual roles as FBI informant and bin Laden terrorist - - and the freedom he had to operate unchecked in the United States -- illustrates the problems facing U.S. intelligence services as they attempt to penetrate the shadowy, close-knit world of al Qaeda, experts said.

...Al Fuqra which means "the impoverished" in Arabic was founded in 1980 when Sheikh Mubarak Ali Gilani traveled from Pakistan to an African-American mosque in Brooklyn. On this and subsequent trips, the charismatic sheikh helped create al Fuqra, which is said to have between 1,000 and 3,000 members nationwide. It is not aligned with a more prominent and homegrown black Muslim group, the Nation of Islam, and in fact it has serious theological differences with Louis Farrakhan's flock. And it may pose a much greater threat to civil society. About two dozen families live at the 44-acre compound near Red House, but al Fuqra is headquartered in Hancock, N.Y., and maintains extensive ties to Gilani in Lahore. Members of the sect occasionally travel abroad for what Gallagher calls "paramilitary and survivalist training" under Gilani's supervision. Although Pierre has testified that he has not visited Pakistan, the BATF says at least one of the other Red House residents did go there, and Gallagher claims there is evidence of training in Afghanistan as well. Gilani recruited Americans to fight with the mujaheddin against the Soviets during the 1980s.
Al Fuqra demonstrated its violent streak and national reach early on. A study written by Yehudit Barsky and published by the Anti-Defamation League catalogues the group's activities. From its first days more than two decades ago, members have attacked a virtual rainbow coalition of targets, including Hare Krishnas in San Diego, Hindus in Toronto, Sikhs in Seattle, and Buddhists in Illinois. Many of their favorite victims have links to India; Gilani is obsessed with the Kashmir conflict and views India as a mortal enemy. In 1983, al Fuqra firebombed a Portland, Ore., hotel owned by the late Indian guru Bhagwan Shree Rajneesh. But al Fuqra's hatred also extends to Muslims with whom they have doctrinal differences. A month after the Portland attack, for instance, two members murdered a rival Muslim leader in Michigan, and then were themselves killed when they set fire to an Islamic center in Detroit.
An incident in 1989 demonstrated the group's calculated ruthlessness and also introduced Pierre to federal agents. Police on a search warrant raided a Colorado Springs storage locker registered to Pierre's father-in-law, who is also an al Fuqra member. Inside they found information on a scam Pierre and others were running against Colorado's workers' compensation fund; they had defrauded the state of some $355,000 over several years. The locker's other contents were more alarming: ten handguns and silencers, 30 pounds of explosives, and target-practice silhouettes pierced with bullet holes and labeled "FBI Antiterrorist Team" and "Zionist Pig" (in Pierre's handwriting, according to Gallagher). Police also found information on local military installations and electrical power lines, plus "attack plans" against various targets. One of the targets, a moderate imam, was stabbed to death four months later.
