The item in your picture is an equine dental file. It is used to flatten the sharp edges of a horse's teeth so as to allow them to better crush/grind their food (grain). Although their teeth are used somewhat like molars (in a crushing/grinding motion), the teeth can also grow sharp due to mis-alignment of the lower jaw in relation to the upper mandible. Mis-alignment does not allow the teeth to wear down on their own... So the equine dentist gives them a little help with the file.

I think we have a winner! The family of the person I got it from have been cattle ranchers in this area for 150 years!

Mis-alignment does not allow the teeth to wear down on their own... So the equine dentist gives them a little help with the file. Doesn't sound like much fun to me, at either end of the tool. Were I the equine dentist, I'd sure want a well-sedated patient.
