Toe-Sucker is just putting the red meat out there because he has nothing left to offer an offended nation any more. Ignore him; he'll go away.

Morris did cite an example. Morris told Clinton that one the issues he should focus on as part of his legacy was eliminating terrorism. Morris said Clinton showed absolutly no interest in making the combating of terrorism a prioirty.
Clinton did just enough so he can say he didn't do anything, but it was never a priority with Clinton. It wasn't a priority with Clinton because it wasn't a priority with the American people. Clinton would have needed to step out front and lead the American people on this issue. After the health care and gays in the military fiascos, Clinton didn't step out and lead on anything. If it wasn't already a priority with the American people, he didn't try and make it one.
Clinton's culpability in this is that he knew the terrorism problem was much worse than the average American thought it was. Rather than use up his political capital leading on this, he allowed the problem to languish and just passed it on the next administration.
