Anyone know who/what provides the backing for "Ithaca Hours" in central New York?

If I work an hour for my neighbor raking leaves I can earn an ithaca hour. I can spend it by paying someone else to spend an hour waxing my cars. People who have skills that are more specialized than labor-level can charge multiple hours for an hour's work. People in ithaca use it because they like the idea of keeping each other working with their local scrip. It is backed by the buyer's willingness to accept it and the seller's willingness to perform the agreed upon work for the time it represents.
