Notice that individual citizens are not being considered as resources. When push comes to shove, they will have no active role in dealing with anything out of the ordinary.

OK, so this is going to be YOUR excuse for not doing anything?

I have already done something. I have a CHL, and have learned to remain aware of my environment and those in it. I have accepted responsibility for my personal safety and those near me.

I refuse to just sit there quietly and helplessly, waiting for some policeman or other "official" to come rescue me in case something bad happens. The police cannot be everywhere, nor are they obligated to protect individuals. Yet the govt. wants everyone to rely solely on them during a crisis.

I hope and pray it will not be necessary, but if the situation arises, I prefer to protect myself, not wait for anyone else to do so - whenever they get around to it - if they ever do.

Does this mean I will never call for help? Of course not. If the situation gives me the chance, I will call 911, or inform the proper officials if I see something suspicious or wrong.

But my personal security and safety is my responsibility, and I have taken care of that.
