Several good points. The one I found most striking is this:

President Bush called for all citizens to be alert to unusual situations and act using common sense. His changes in governmental structure are designed to enable decision-making where before there was buck-passing.

How anyone who listens can interpret President Bush's use of the phrase, "Let's Roll!, as inculcating passivity is beyond me!
