That depends on whether you get a government grant for it or not. If you are spending taxpayer money you are by definition an expert, since NASA NIH, etc wouldn't give grants to just anyone. Try writing a grant proposal and see. If you put enough gobldygook and political correctness in it you probably will get a little splash from the taxpayer filled hog trough that academics are accustomed to swilling from.
