Oooohhh....I wish you hadn't have said that. That's probably the most successful way to pull it off. Who knows how international airlines screen their pilots?
Under the existing ICAO treaty, we can insist on more pilot training than a foreign carrier and country might require, but we can't, I don't think, do much to screen the crews. I have been worried since 9-11 that we should ban air carriers from Arab countries that do not permit us to screen or better yet, staff the cockpits with U.S. citizens. I sent off an email to the FAA in September. No reply.
