Seems pretty simple to me. A driver's license is a form of ID and as such it better darn well have a full facial picture. I think the *other* states (which currently allow head coverings) need to change their laws. If it doesn't show your face, it's not an ID.
However the woman's religious feelings should be respected as far as possible... she could request to be photographed by a female photographer etc.
