Christ's sacrifice is sufficient to provide atonement for the sins of the whole world. "Not for ours only, but also for the sins of the whole world." Were the entire body of humankind to accept Christ, his sacrifice would be sufficient for all of them.Absolutely.
But that said, God has predestined many to Damnation, pre-determining that their choice will be to Not Repent, and be Damned, according to His Purpose.

Not being a Calvinist, I don't believe in predestination in the same sense as you do. I believe it in the sense that God began creation knowing there would be a blessed elect who would believe. As a mother endures the foreseen agony of childbirth in order to have the beloved child, so God endures the agony of rebellion, death, and destruction to other beloved children, in order to achieve that day when those who've washed their robes in the blood of the Lamb will gather round the throne. He considered the elect more important than all the tragedy that would ever occur; more important than all those who would ever reject his enlightening Spirit and choose damnation. "Those he foreknew, he predestined...."
