It means they have the final say-so in taking or rejecting the free gift offered to them

Did Saul (before he was known as Paul) have the power to say "No" to God when the Lord appeared to him on the road to Damascus?
Yes, he did, in fact, the Lord admonished him telling him it was difficult to 'kick against the pricks'(Acts.9:5)
I would venture to say that Saul was not given the choice there on that road when he was struck down.
He was given the choice, he had been resisting God but this time He responded to the vision given to him and the words he heard(Acts.9:3-4 26:14)
God wanted him and went and got him. Even the desire for God must first be placed there by God.
The desire of God is for all men to be saved (1Tim.2:4) but they have a choice, thus God's desire isn't always met. That is why He wept of Jerusalem.
Scripture is very clear that man, if left in his natural state, will never choose God but would rather wallow in his own depravity
God has provided us with the Free gift of salvation and will seek man out ( The book of Jonah,Jn.12:32) and give them the illumnation to be saved (2Cor.4:6) Even so, come Lord Jesus
