Bull Pucky! I don't believe that bud! The Office of the President cannot arbitrarily pass Bills. That is the function of the Legislative Branch of government. I know DARN WELL that Congress would not sit idly by and let ANY President usurp the powers delegated to the Legislative Branch of government!! That has been proven (repeatedly) in the past.
