What happened to the enforcement of law during the Clinton administration? It seems the rule of law had no teeth without public support. Not to endorse the need, but to clarify Bush's position, maybe he saw a better way to attack the problem, allow the guilt to become blatantly public, and attack it when ripe. This is the point where old wounds become most vulnerable.
