I did a few Federal Register searches to see how common this type of waiver is. Apparently this is SOP. I searched "blanket approval under 18 cfr part 34" for each year and came up with the following number of hits per year:

Good job, its already been established that these waivers were common. How would you interpret that in relation to Enron? Think maybe they shouldn't have been given a waiver? Do you realize how badly they wanted this waiver? Did Bush have anything to do with granting it?

How could he if it was done on October 4, 1999?

All I know is how many waivers were granted over the past few years. I'm curious as to how many applications for waivers were denied vs. granted. Don't know how to look that up though.
