"Bush recess to end Senate games"

President Bush is set this week to authorize the executive branch's ultimate weapon against Senate obstructionism: the recess appointment. With Congress in recess, he plans to renominate Otto Reich as assistant secretary of state for Western Hemisphere affairs. That will permit Reich to serve the next two years without confirmation by the Senate.

Reich and Eugene Scalia, the president's nominee for Labor Department solicitor, are the familiar names on a limited list of recess appointments scheduled to be signed off by Bush today. Scalia definitely commands a majority in the Senate, and Reich probably does. But Senate Majority Leader Tom Daschle has amended the Constitution to decree that ''controversial'' confirmations require the 60 votes needed to break a filibuster, though in fact neither nomination has been brought to the Senate floor.

The qualifications of Scalia and Reich are beyond serious challenge. The animus against Scalia can be explained in vindictiveness against his father, Supreme Court Justice Antonin Scalia, and AFL-CIO opposition to his stand on ergonomics.

The case against Reich is less focused and more poisonous. The treatment of Reich is Washington at its worst: arrogant Senate staffers pursuing an ideological vendetta for two decades.

Senator Arlen Specter:

It is unconscionable that you are advocating a policy of abject appeasement toward Fidel Castro’s regime. You are pressuring for the normalization of diplomatic relations with a terrorist state whose leader pledged three months before the September attack to bring us down to our knees.

You are single handedly removing from the terrorist list of the Sate Department a regime that has been one of the main sponsors of terrorism in the world for 43 years, abrogating upon yourself the duties of the Secretary of State and of the President of United States by deciding our foreign policy and undermining our war against terrorism.

I believe that the main point of concern, regardless of any other important considerations, is that Castro's Cuba is the main haven and sponsor of terrorism in this hemisphere and those representatives, senators and business people, in dealing with Castro, are aiding and abetting terrorism.

Normalization of diplomatic relations with a terrorist state whose leader pledged three months before the September attack to put us to our knees? Castro has state of the art biological, chemical and cyber warfare capabilities, and the will to use it against us. To provide him with state of the art radar under the pretense that Castro, whose main source of personal income is drug trafficking, will cooperate with us in the interdiction of drugs coming into the U.S. Is absolutely insane, that, in fact will facilitate the importation of drugs into the U.S. and enable him to easily fulfill his dream of obliterating our country as he pledged a few months ago at the University of Tehran in Iran.

We should keep in mind that on that trip Castro visited the main centers of terrorism in the Middle East. Was Castro giving the necessary intelligence information to the Al Qaeda terrorists that made the successful attacks of September 11th possible? The Russians have a spy base in Cuba that is their main source of intelligence. Why did the Russians decide to close their spy base there immediately after the attack? Were the Russians trying to disassociate themselves from Castro and the Al Qaeda partnership?

Senator Specter, you have recognized the extraordinary intelligence capabilities of the Cuban regimen. Castro in fact, had a mole at the highest levels of the Pentagon in the role of deciding our government evaluation of Castro’s threat to our country. Are we going to put our security in the hands of one of our worst enemies?

Showing extraordinary contempt for our country and the victims and families of those murdered on 9/11, the Congressional delegation placed a New York Fireman’s cap on Castro’s head, one of the main sponsors of Islamic terrorism.

Lenin affirmed that we would be the ones selling the rope to the communists in order for them to hang us. You, senator Specter, go much further; you are providing the rope free of charge to Castro.
