As governor of the state of Texas, George Bush was always very sympathetic to even illegal immigrants. I didn't fully agree with him, but this is not new. When California was considering not allowing the children of illegal immigrants to attend school, Bush balked, proclaiming that no child, legal or illegal, would be prohibited from getting an education in Texas. This is what he means by compassionate conservatism.
