My guess is that the Sheriff's Dept. is covering up their utter cowardice and incompetence in dealing with this tragedy. The one thing I have never heard is who gave the command to sit outside for 3 hours? 3 *&$%^# hours!!!!!!!! No contact with the gunmen, no hostages, but still the cops sat there for 3 hours. This, to me, is criminal in it's own right. I still am waiting for someone to step up to the plate and say "I told the officers to wait". I remember the day very well. Our best friends gave birth to their son at around 2 pm EST on April 20, 1999. I can remember sitting in the lobby area with various members of their family literally screaming at the TV, "What in the &#*@ are you idiots waiting on?!?!?!?!?!" I would be willing to bet that The cops were responsible for as many deaths as Harris and Klebold were. Any group that incompetent could tear up a BB. They sure made Columbine a worse situation than it already was.
