I commend my procedure on FR - it might help. When I run into the obnoxious who become personally hateful, I indicate that I have made the decision to excommunicate them from FR myself. In other words, I have a list of people that simply don't exist on FR as far as I'm concerned. I never post to them again - even when they attempt to engage me in conversation. They are too hateful to be treated as though the situation were normal.
In other words, who needs moderators when you have complete control over those people?
