The question of deliberate design or chance is not an easily answerable question. To know, we must duplicate the original conditions and then let the experiment run for about 1-2 billion years. Furthermore, we may want to run the experiment 100 times since it may be that the happenstance occurance of life may only occur 1 out of 100 times or so and we may be the lucky ones. As far as divine intervention goes, we just don't have the smoking gun that proves that theory either. Divine intervention or chance occurance, you can take your pick because neither is easily proved or disproved.
