To make all Laws which shall be necessary and proper for carrying into Execution the foregoing Powers, and all other Powers vested by this Constitution in the Government of the United States, or in any Department or Officer thereof.

That is the last clause of Article I Section 8. The "forgoing Powers" mentioned in there are the previous 16 clauses in which the specific powers enumerated to congress is listed. That does not give congress plenary powers to pass whatever the hell they want.
