Because some group - AAA? - lobbied hard enough to have it changed from 55. And you say laws can't be changed?

Flat out wrong.
The law was changed because practically NOBODY obeyed the 55mph speed limit law. OLD studies (From the time when they first instituted the 55mph speed limit) verified that they safety concerns weren't addressed by the speed limit either.
