Before Jumpin' Jeffords switched sides, Republicans controlled the White House, Senate, and House. Did they ban partial birth abortion or even attempt to ban it? The Senate GOP had no chance of passing the bill once people understood it would not be vetoed. The Dems would have towed the line, and at least 3-4 Republicans would have jumped. At least, that's my take.

To get it through the Senate would have required 60 votes (in order to invoke cloture and kill the DemocRAT filibuster). Those votes were NOT there.
