You raise a good point. I wonder if they need 4 or 5 members for a quorum. If 4, the 3 GOPers plus the new person could hold meetings without Berry. If 5 are needed, there is no quorum IF the 3 GOPer's walk out, since there are only 4 "legitimate" members left.

Exactly! And now, by participating in a bogus meeting with an illegal member with an expired term, have they endorsed her crazy view? Why didn't the Bush administration have an immediate plan of action after her letter was published? Does the boundless hubris (or adject stupidity) of the 'Rats really surprise them anymore? Are they being sneaky or foolish?
