While Congress controls the purse strings, and while Congress can abolish the commission, one house of Congress is controlled by the Democrats.

And that is why that option is closed off.

Fine. Let the House take out their funding. The Senate can try to put it back in. If the 'Pubs have any brass ones, they can filibuster the lousy thing. If the 'Rats prevail and it goes back in, it goes to conference. See what happens in conference. If it stays in, let Bush veto the damn thing. Then have an override vote. I don't think the votes are there to override a veto over something like this.
