Yes, the letter from www.sepschool.org is real. Don't know if they put it on the net. I got it by snail mail in their June newsletter. You might email them for further information. Marshal Fritz is very accommodating.

I would expect nothing less of a state institution.

I wouldnt doubt it. I dont wear a tin foil hat yet, but my daughter told me(we talk) that she was asked at school if there were guns in our home.(the local police were speaking to the class that day) I would put nothing past public schools/administrations. "Its for the children !". Even when they are in K/1st grade..... Fortuneately she has never seen a real gun.
