Pena said one must consider that terrorism was not the high-priority issue it is today.

Is Pena implying a failure of governing by polls? In my simple mind I always thought that the main purpose of any government is to protect its citizens from both current and future threats; and if the government is effective in conducting its main mission, the nation's security would never be a high-priority issue.

These guys who try to excuse Clinton with, 'there was no desire then by the American people to combat terrorism' forget that the role of leadership is to lead .
