No it is not. The infection rate in the southern African country of Zimbabwe is unofficially estimated as as much as 25%, the highest in the world. It is also high in other far southern African countries. The farther north you move, roughly speaking, the lower the infection rate is. (Sudan is relatively far north, with some Arabs and some darker peoples.)

Africans are not perfectly interchangeable.

I don't doubt your percentages. If 60% do not have AIDS then the odds are almost 2 to 1 that your suspicions about your neighbor are unfounded and unfair.

My direct question was whether the inter-racial dating aspect of this is not your primary concern.

If you find this question / conclusion unfair... I suggest it illustrates my point.
