At the moment China and North Korea have the ability to strike the American mainland with ICBMs. Both Iran and Libya are projected to have similar ICBM capacity within 3-5 years.

This bolsters my point. The mutual destruction doctrine will continue to keep major powers from attempting to nuke us. Our only real threat is from rogue nations...I still feel that this money is better spent on terrorist interdiction. Kill the roots and the tree will die.
