Or better termed, 'Instant Martial Law in a Can'. So much power could be grabbed with an outbreak of smallpox that I could think of a number of individuals who, if they became President, would let it loose in a heartbeat. Thank God one of them can't run for another term. But we still have his wife to worry about. It will be a very scary day in America if the smallpox bomb goes off.
